An ordinance imposing a charge of two dollars ($2.00) per one thousand dollars ($1,000.00) or fraction thereof of the estimated valuation of any building permit issued by the City of St. Louis to be used exclusively to finance detection and remediation of lead contamination; establishing a fund and procedure for disbursement of said charges; providing for the administration and enforcement of such charge; and containing an emergency clause.

An ordinance establishing a special account to be known as the Lead Remediation Account; authorizing and directing the Comptroller to establish the above account; directing certain funds to be placed in said Account, and authorizing and directing the Director of Health and Hospitals, upon approval of the Board of Estimate and Apportionment to spend said funds, by contract or otherwise, for the detection, containment and remediation of lead in residential property and for the support and maintenance of a safe house for temporary occupancy of said residents or in the direct delivery of services to lead poisoned children or the prevention thereof and containing an emergency clause.
